Oh, I don't have any judgement as to fairness or unfairness. The speaker's office can organize itself how the speaker best sees fit. As I see it, it is comparative to the SC's LoS. It provides a structure, it's there when you want it, and it gives clarity to everyone.

I read it as tenure being continuous and not cumulative. For example, DS1 was appointed 30 days ago. DS2 was appointed last week, after a 2 month hiatus. DS2 previously served for 6 years. According to the new rule, DS1 gets the nod.
