The World Assembly,

Admiring the noble goals of GAR#272 "Chemical Weapons Accord", a resolution which seeks to limit the damage that chemical weapons can do while not entirely prohibiting their use in the self-defense of nations,

Convinced, however, that firmly embedded within the resolution are critical flaws which leave the entire multiverse vulnerable to improper uses of chemical weapons that would undoubtedly cause billions to suffer,

Confounded by GAR#272’s choice to define chemical weapons as substances intended to cause death or severe harm to "habitable area(s)", among other things, which broadens the scope of the definition to all areas where sapient life may theoretically be sustained, regardless of whether there is any presence of sapient life there,

Frustrated that the resolution makes no effort to reduce damage to the environment that might be caused by chemical weapons, despite explicitly permitting defensive use of chemical weapons to "injure or destroy…the environment" in Section 1,

Questioning the need to permit riot control agents unconditionally except for an opening for future legislation on the matter, when riot control agents have been proven to be occasionally lethal, even if used with the intention of non-lethality as defined by the resolution, along with other flaws, and wondering why the caveat of severe harm is not added to the requirement for non-lethality as it is for chemical weapons, as riot control agents can cause severe harm to a sapient being,

Horrified at the first mission statement of the WACWC, which requires the WACWC to share a list of chemical weapons with any nation that requests it, regardless of whether that nation is a malicious actor, and regardless of whether said nation is even in the World Assembly at all,

Certain that the resolution does not do enough to protect civilians from the harm of chemical weapons, while having gaping holes in the protection it does give, and must therefore be struck from the annals of the World Assembly,

Hereby repeals General Assembly Resolution #272 “Chemical Weapons Accord”.
