Predicean Union


The Predicean Union (PU), a confederation comprising Caruia, Mezoraico, and Predice and governing common foreign, defense, economic, and social policies. In 1931, Predice began the process of reorganizing its colonial empire into a pluricontinental federation of free states, with an equal voice in Antofagosta. It requires members to recognize the Predicean monarch as head of state. PU governments are represented in the capitals of other PU members by high commissioners equal in status to ambassadors.

Founded in 1931, with the close and consistent cooperation of the member countries, it quickly developed a central bureaucracy exercising significant authority over the governments and private business firms of the member countries. The first institutions it established to enhance political and economic integration were the Union Secretariat, the Economic Committee (predecessor of the PU High Council), and the Committee of Imperial Defense (predecessor of the Imperial Chiefs of Staff). The Treaty of the Predicean Union, to provide for the security of its member countries, granted them the right to collective defense. Defense policy was centralized in the PU in the Prewar period to achieve a joint military command and inter-operability. The CID was reorganized into the Imperial Chiefs of Staff. Military procedures, equipment, and terminology were standardized. There is an active system of collaboration in planning and joint military exercises. The PU navies were unified under the Royal Predicean Navy.

The Presidency of the Union is permanently held by the monarch of Predice. The High Council of the Union is comprised of the heads of PU governments and ministers responsible for common affairs. The General Assembly of the Union passes laws and amendments on the Treaty of the Predicean Union, on the Predicean lira, foreign and defense affairs, common citizenship rights, the Predicean Common Market, the Royal Predicean Navy, and cooperation between member countries. The Union Secretariat, the PU central bureaucracy, serves the High Council and the General Assembly in implementing their decisions and keeping the membership informed. The Arbitration Court of the Union settles disputes between member countries. The Imperial Chiefs of Staff report to the High Council and the General Assembly.

PU Ministry of Foreign Affairs

In 1952, the Treaty of the Predicean Union was amended to institute a common foreign policy. The Ministry of Foreign Affairs (MAE) of Predice replaced the foreign ministries of Caruia and Mezoraico. They absorbed their diplomatic services and other foreign missions. The treaties and international agreements signed by the individual member states were inherited by the PU. The ministry keeping its original name enabled its widespread misconception as the sole foreign ministry of the individual member state Predice. It was only on July 12, 2025, when the ministry was renamed the "PU Ministry of Foreign Affairs" to properly reflect the changes.

The PU Ministry of Foreign Affairs represents the Union, its people, and its interests to the world. Its work is supported by the PU Foreign Service with its diplomats in embassies, consulates, and missions. They could be found in every country and organization that established relations with the Union.

Its head, the Union Minister of Foreign Affairs, is appointed by the High Council of the Union by qualified majority vote. The position is traditionally held by the President of the Council. They are in charge of ensuring the implementation of the decisions of the Council and the General Assembly of the Union. They report to the General Assembly on foreign and defense issues.

History of PU-World relations


Caminia
The Statul Socialist Popular Câminia (People's Socialist State of Caminia) came to power in 1923. It initially viewed non-communist countries with hostility. They openly declared Mezoraico "stolen land." In 1931, after Mezoraico became independent, the SSPC mocked its subsequent accession to the Predicean Union. They viewed Mezoraico as an illegitimate state and called its formation a "pseudo-independence" because it became the "right arm of Predice." PU relations with the Caminian government normalized when communist rule ended in 1998.

Essalanea
The Predicean Union has an ongoing military deployment in Essalanea since 2019. A Predicean Army detachment is stationed in Gaiseric Joint Forces Base. They are on a training mission as part of the PU's military, economic, and technical assistance to the formerly reclusive country.

The PU delivered 15,000 Predicean motorbikes ordered by the Essalanean government and donated four helicopters and seven CL-2B "Mavoia" wheeled tanks. Abaranza Heavy Industries S.p.A received a special exemption from the export rules of MAE to donate 12 Light Infantry Combat Vehicles. Economic and technical aid provided for infrastructure development and the modernization of medical services. Temporary relief was delivered by mobile clinics, distributing clean water and food in far remote areas.

Maloria
The Malorian invasion of Mezoraico led to the nationalization of Malorian businesses and assets in the country, including their shares in Mittelkraviter Öl Gesellschaft. Halbert Oil Co. facilities were seized and transferred to Eni (National Hydrocarbons Board), the Predicean state oil company. In 1963, the General Assembly voted to prohibit member states from granting coal, oil, and natural gas concessions to foreign countries and organizations.

Prydania
In the early stages of the Prydanian Civil War (2002-2016), the High Council recognized the Framan Ríki Eining (Front of National Unity) as the legitimate government of Prydania. In 2013, the General Assembly authorized member states to provide military aid to the FRE. Predice sent a weapons package. FRE wounded personnel were guaranteed access to the free public healthcare system in Mezoraico. For advanced medical care, the wounded were transported to Predice.

Vittorio Emanuele II, then Crown Prince, made personal donations and became patron of various charities supporting pro-FRE Prydanian journalists. He learned Prydanian to personally translate FRE publications to Predicean, Santonian, and Mercanti. After he became king in 2018, two years after the civil war ended, he shifted his philanthropic work to support Prydanian reconstruction.

[...] It has a force of five aircraft carriers, ten guided missile cruisers, twenty-six destroyers, and forty-two frigates. In addition, there are eighteen nuclear attack submarines and six ballistic missile submarines. The force is split into three fleets to provide for the defense of the Predicean Union: The Home Fleet, based in Predice, the Northern Fleet, based in Mezoraico, and the Eastern Fleet, based in Caruia. The Northern and Eastern Fleets each have one Carrier Strike Group.

The member states, Caruia and Mezoraico, agreed to abolish their navies in 1938. The RM became the sole naval warfare force of the Predicean Union. The Predicean government relinquished command and administration of the RPN to the Imperial Chiefs of Staff, the principal military advisors of the High Council of the Predicean Union.

The RM budget is apportioned by the PU General Assembly from the negotiated contributions of each member state.

Treaties

The existence of the Predicean Union and its relationships with other states work on the basis of the international rules-based order. Every action it makes is due to the cooperation between the PU member states within the framework of the Treaty of the PU. In accordance with the 1952 amendments of the Treaty of the Predicean Union, all treaties and international agreements signed by any member state prior to 1952 will be adopted by all member states. After 1952 and onwards, the PU represents all the states and become their sole signatory.

A treaty is a binding agreement between member states of the PU or other countries with established relations with the PU. It can be amended to create new areas of cooperation, like the single currency in the PU. Final ratification remains the prerogative of the individual member states.

Under the treaties, the PU and the High Council of the Union can pass regulations to ensure its implementation.

The PU is a member of the Food Security Organization (FSO). It was a founding member of the Luscova Pact, but it withdrew from the alliance in 2019.
