The World Assembly,

Admiring GA#22’s aims of curtailing corrupt abuses of power by unsavory actors against diplomatic officials;

Concerned, however, that the material of the resolution paves the way for reckless criminal diplomats to wreak havoc amongst member states;

Troubled by GA#22’s provision of blanket immunity to World Assembly diplomats, ensuring legal protection for any number of illegalities so long as their perpetrator was assigned to communicate to the World Assembly on behalf of another nation, even if diplomatic immunity is later revoked;

Distressed that subsection d. prevents the temporary non-medical detaining of ambassadors for longer than 24 hours, even when those ambassadors pose an immediate threat to the wellbeing of others, unless their patron approves;

Perturbed that GA#22 only prohibits the sending of diplomats with the express intention of espionage or atrocity, with no statute or prohibition of espionage so long as espionage was not expressly intended;

Disappointed in the resolution’s flat and simplistic definition of diplomatic immunity, which provides no commentary or clarity on civil prosecution;

Convinced that GA#22, despite its noble intent, serves in no small part to absolve malignant diplomats of legal responsibilities, and so grants them an extralegal position liable to cause harm to civilian populations,

Hereby repeals GA#22 “Diplomat Protection Act”.

Vote FOR Repeal “Diplomatic Protection Act”.

Overview
This repeal seeks to repeal GA#22 “Diplomatic Protection Act”. The proposal begins with concerns over the blanket immunity granted to diplomats by GA#22. This proposal then argues that not being able to detain ambassadors for longer than 24 hours could potentially constitute a security risk. The repeal wraps up with worries over the target resolutions’ definition of diplomatic immunity and handling of espionage.

Recommendation
Whilst granting an ambassador diplomatic immunity is generally a positive action, this only remains the case if such legislation is adequate. As it stands, GA#22 is too loose with its mandates to the point of detriment. This is something that could be fixed by a replacement resolution, not by this resolution staying on the books.

Therefore, the Ministry of World Assembly Affairs recommends a vote FOR “Repeal ‘Diplomatic Protection Act’”.
