Noting that Article 8 of GA#729 requires members to sanction those non-members which act to "pollute a member nation to the point of bringing them into violation of this resolution," even if those actions do not violate it, and even though nowhere in the resolution is such a threshold defined, and

Believing that it is fundamentally unjust to punish non-members for taking actions which members would not be punished under WA law for taking...

The General Assembly hereby repeals GA#729 "Reef Preservation and Restoration."

Vote FOR Repeal “Reef Preservation and Restoration”.

Overview
This repeal makes one singular argument: That article 8 of the target resolution punishes non-WA members for doing something WA members would be punished for.

Recommendation
While it is just a singular argument, we find it a convincing one. It makes zero sense for non-WA members to be held to tighter standards than WA members, especially when ideally the WA should hold no authority over non-WA members. This is a case of pure overreach.

Therefore, the Ministry of World Assembly Affairs recommends a vote FOR “Repeal ‘Reef Preservation and Restoration”.
