The General Assembly,

Applauding GA#627’s area of interest, i.e., protecting the health of workers, reducing pollution, and ensuring efficient recycling of naval vessels,

Concerned that the WA Naval Commission (WANC) is empowered to regulate member states and their recycling processes independent from the means available to those member states in their current level of technological progress, in the process creating arbitrary, costly, and ineffective regulations,

Dismayed that the WANC requires ship owners to purchase insurance for naval vessels, even when this could make naval exploration financially impossible, especially burdening nations with fledgling navies due to their lack of technological prowess in ship building and thus all but ensuring high insurance costs for those ships,

Confused that the WANC requires intricate recycling plans for all WA ships, even when ships may be constructed of materials that do not require recycling (e.g., wood), and that further these plans may even have to be approved by another member state with the capabilities to host a WA yard, burdening member states that are smaller, less economically advantaged, or less technologically advanced with arbitrary regulations,

Perturbed that GA#627 provides no protocol for what happens when a ship is not safe to voyage prior to its recycling, and that member states may either have to engage in costly repairs for a ship that would otherwise be wasted, or otherwise detain a potentially hazardous ship indefinitely in port,

Hereby REPEALS GA#627 “Ship Recycling and Breaking Protocols”.
